The Same Project $512,860 Apart
Two Ontario manufacturers complete the same $2.4 million automation project. One structures the investment while the options remain open. The other assesses support at year-end. Under the assumptions below, the difference in modelled support is $512,860.
The project
A robotic welding cell with integration hardware, adaptive weld-path development, and the facility work required to support it. Four cost categories, only some of which carry a credit.
| Cost category | Amount |
|---|---|
| Robotic welding cell and integration hardwareClass 43(a) manufacturing and processing equipment | $1,650,000 |
| Adaptive weld-path developmentLabour, materials and contractor cost carrying technological uncertainty | $520,000 |
| Electrical and structural facility preparationNeither M&P equipment nor eligible development work | $180,000 |
| Commissioning and operator trainingNot eligible under any program | $50,000 |
| Total project | $2,400,000 |
The two paths
The same project, assessed by the same adviser, at two different moments. Nothing about the engineering changes between them.
- Grant secured$400,000
- Ontario capital credit · 15%$247,500
- Provincial credit · 8%$41,600
- Federal credit · 35%$167,440
- Grant · window closed$0
- Ontario capital credit · 15%$207,000
- Provincial credit · 8%$27,200
- Federal credit · 35%$109,480
Not a larger grant, a different program, or a stronger claim. The same project, assessed by the same adviser, at two different moments.
Three decisions produced the gap
None of them are financial decisions. All three happen before or during the work, and none can be made after the fact.
Before the order — write the grant against the right costs
Applied across a project as a whole, government assistance reduces every credit base underneath it. Scoped in the funding agreement against costs carrying no separate credit, it does not.
At quotation — break out asset classes on the quote
Integration hardware bundled into a single invoice line cannot be substantiated at review. Asking the supplier to itemize costs nothing and must happen before the order is placed.
As work runs — record the trial work contemporaneously
The engineering is identical either way. A claim supported by records made as the work ran is materially stronger than one assembled afterward from invoices.
Why the base erodes
Assistance grinds what sits underneath it
Government assistance reduces both the deductible development expenditure pool and the capital cost on which the Ontario manufacturing credit is calculated. Written against a project as a whole, a grant is apportioned across every cost category and shrinks both bases at once.
Scoped in the funding agreement against costs that carry no separate credit of their own, the same money can leave both intact. This is only available where the program’s own eligible-cost rules permit it, and it is a question of fact about what the money genuinely funds.
It cannot be settled by labelling after the event.
On the allocation of government assistanceTwo credits that look additive, and are not
Ontario development support is quoted almost everywhere as 43%, being the 35% federal refundable rate plus the 8% provincial credit. The two do not add. The provincial credit is itself government assistance and reduces the federal base before the federal credit is computed.
| Step | Amount |
|---|---|
| Eligible base | $520,000 |
| Provincial credit · 8% | $41,600 |
| Federal base after grind | $478,400 |
| Federal credit · 35% | $167,440 |
| Combined — 40.2%, not 43% | $209,040 |
On this project the difference is $14,560. Built into a three-year capital plan, a 2.8-point error becomes a cash-flow assumption that does not hold.
If the purchase order is already signed
Late is not the same as lost. The distinction matters, because the two lists below are not symmetric.
Still available
- +Development claims may be filed up to 18 months after year end, and work already completed still counts.
- +The Ontario capital credit is claimed on the T2, so it remains available where asset classes can be substantiated.
- +Prior years can often be amended within the normal reassessment period.
- +Recording can begin today for work still ahead, including commissioning and ramp-up.
- +The next project can be structured properly, and there is almost always a next project.
Genuinely gone
- −Pre-commitment grant windows. Programs will not retroactively fund a project already committed.
- −Asset itemization, where equipment has already been invoiced as a single bundled line.
- −Contemporaneous evidence for trial work that has already run undocumented.
- −The allocation of assistance, once a funding agreement is signed and the money is scoped.
Basis and assumptions
Company
CCPC with a permanent establishment in Ontario and prior-year taxable capital below the phase-out threshold, so the full enhanced expenditure limit and the refundable provincial capital rate both apply.
Grant treatment
The early path scopes the grant in the funding agreement against costs carrying no separate credit. The late path assumes no grant, the window having closed at commitment. Both treat it as government assistance.
Excluded
Corporate tax on grant income, capital cost allowance timing, financing cost, and the non-refundable provincial research credit. Including them widens the gap rather than narrowing it.
Timing
Single fiscal year, single associated group, no expenditure-limit sharing. Rates current as at August 2026.
This is a modelled illustration, not a client outcome. The company, the project and the figures are constructed to demonstrate how program interaction works. Belmark does not publish client results without written permission. Program rates change, and the allocation of government assistance is a question of fact depending on the funding agreement and the underlying economics. Any specific project should be reviewed on its own facts before a purchase commitment is made.
